OpenAI launches a global government collaboration project to bridge the AI application gap among countries

To accelerate the global dissemination and application of artificial intelligence technology, OpenAI has officially launched a global government cooperation project called "OpenAI for Countries."

On January 21, according to Reuters, OpenAI is actively promoting the construction of more data centers by global governments and encouraging the expansion of AI applications in public sectors, including education, healthcare, and disaster prevention. The company stated that this initiative aims to expand the global coverage of its products, while bridging the gap in AI technology access and application capabilities among countries.

Currently, 11 countries have signed up for the program, with agreements customized based on the specific needs of the partners. The project has been led by former UK Chancellor of the Exchequer George Osborne since last December, who introduced it to government officials from multiple countries alongside OpenAI's global affairs director Chris Lyne this week in Davos.

OpenAI pointed out that the AI application levels in most countries have not yet fully realized the potential of existing technologies. Their analysis shows that "advanced users" utilize complex AI reasoning functions seven times more frequently than ordinary users, indicating a significant gap in technology application. The implementation of this project aims to narrow the global AI access gap on one hand, and on the other hand, to expand the market space for this ChatGPT developer, which is valued at approximately $500 billion.

Differentiated Cooperation Agreements Signed by Multiple Countries

Currently, 11 countries have joined the "OpenAI for Countries" program, with cooperation models being tailored to local conditions and flexible. For example, Estonia has fully integrated ChatGPT Edu into its national secondary education system; Norway and the UAE have adopted a model of co-building data centers with local enterprises, with OpenAI also becoming the first user of these facilities.

In terms of specific applications, OpenAI is in deep discussions with South Korea's water management department, planning to collaborate on building a real-time flood warning and defense system to address water resource issues caused by climate change.

OpenAI executives further stated on Wednesday that the company hopes to expand cooperation into more public sectors such as disaster planning and emphasized the significant potential of AI technology in addressing global challenges like climate change.

Significant Gaps in Global AI Applications

According to the latest report released by OpenAI, there are significant differences in AI application levels across different countries and regions globally. For instance, in Singapore, which leads in the adoption rate of AI tools, users send more than three times the number of programming-related prompts compared to the global average.

The report further points out that there is also a stark disparity in application depth within user groups: "advanced users" at the 95th percentile call upon OpenAI's advanced reasoning functions approximately seven times more frequently than ordinary users. This reflects that even within the same market, there are significant gaps in the adoption level and actual usage capabilities of AI technology.
