Trump signed an executive order invoking Section 232 of the Trade Expansion Act of 1962 to impose minimum import prices and additional tariffs on imported polysilicon and its derivatives, aiming to support domestic U.S. supply chains. The measures include setting minimum prices for products such as polysilicon and imposing a 15% tariff on certain items, effective December 2026. The order also authorizes the Department of Commerce to establish a "Reshoring America" incentive program to encourage companies to build factories in the U.S. with potential tariff exemptions

On August 6 local time, U.S. President Donald Trump signed an executive order invoking Section 232 of the Trade Expansion Act of 1962 to implement minimum import prices and additional tariffs on imported polysilicon and its derivative products, aiming to support domestic U.S. supply chains for polysilicon, semiconductors, and solar energy.

The announcement stipulates the following minimum import prices: $21 per kilogram for polysilicon; $100 per kilogram for polysilicon ingots and wafers; $0.22 per watt for solar cells; and $0.38 per watt for solar modules. Meanwhile, the United States will impose a 15% ad valorem tariff on polysilicon ingots and related derivative products listed in the annex to the announcement. The relevant measures will take effect at 12:01 a.m. Eastern Time on December 4, 2026.

The announcement also authorizes the Department of Commerce to establish a "Reshoring America" incentive program. Companies that commit to building, renovating, or expanding production facilities for polysilicon, silicon ingots, wafers, or solar cells in the United States, with construction starting before January 20, 2029, may apply for exemptions from Section 232 tariffs on certain imported equipment and related products.
