Stellantis 新任欧洲首席运营官 Jean-Philippe Imparato 表示，为满足欧盟 2025 年排放目标，Stellantis 准备减少内燃机汽车产量，最早可能于 11 月 1 日开始减产。为实现 2025 年目标，Stellantis 明年需将电动汽车份额翻一番，达到总销量的 24%。若电动汽车需求维持现状，减产内燃机汽车是实现目标并避免罚款的唯一途径。
一些汽车制造商如雷诺呼吁降低或推迟实施 2025 年二氧化碳排放目标，目前欧盟新注册汽车中电动汽车比例仅为 13%，而从明年起高达 28% 的汽车需为电动汽车，这给众多制造商带来压力。欧盟法规规定各制造商车辆二氧化碳排放量总体目标为每公里 95 克，未达目标的汽车制造商将面临每辆汽车每克 95 欧元的罚款。Stellantis 首席执行官 Carlos Tavares 拒绝任何推迟或放松法规的行为，认为推迟将使欧洲汽车制造商进一步落后于中国品牌。Stellantis 入股中国电动汽车制造商零跑汽车，零跑国际销售的汽车包含在 Stellantis 的排放数据中，可抵消 Stellantis 旗下雪铁龙、菲亚特、欧宝或标致等品牌内燃机汽车的二氧化碳排放量。为实现二氧化碳排放目标，Imparato 表示整体生产预算将基于电动汽车订单组合，且会根据电动汽车普及程度为每个欧洲市场量身定制目标，增加对经销商销售电动汽车的激励，甚至考虑提高内燃机车型价格
