It's not clear whether this news can boost the stock. If it could, wouldn't it have risen already? I have the same question. But looking at the market today, the Hang Seng Index fell while HSBC has been flat and didn't follow the decline. Whether it's just grinding (testing patience) is unknown. You could try call options. There have been late-session rallies these past few days, not sure about today. Keep an eye on it.

The Monetary Authority will hold a technical briefing for stablecoin issuers today at 5 PM, hosted by the Vice President and several Assistant Vice Presidents, followed by a media session with licensed stablecoin issuers. The Monetary Authority stated that the first batch of stablecoin licensees was not announced as scheduled in March and is working hard to advance the licensing process, expecting to make an announcement in due course. Rumors suggest that the first batch of licensed institutions includes HSBC and STANCHART
